Prepare paneer, strain and knead well. Place a heavy bottomed vessel on fire. Pour ghee into it. When it is melted pour milk into it. Add semolina and mix it thoroughly.

Boil keema and dal together. Mash it well. Add to it sliced onion, Chilies ginger Meat leaves and salt. Mix well. Divide the whole mixture into equal portions and give it an oval shape as cutlets.
