a. The Colonial Administration:

As the British Empire grew in size the British felt the need to control it efficiently through the establishment of an administrative system. Initially, the British were dependent upon the traditional Indian system of administration.

But by mid-eighteenth century such idea waned and the British wanted to ensure in all possible ways a steady flow of revenue.

The idea of improvement led to the introduction of British principles of justice and uniformity exercised by sound and efficient British administrators.

Thus it may be said, in short, that it was due to the British need to have a greater control over Indian economy that the British wanted to establish a modern colonial system of administration by large scale reform of the existing system.

b. Lord Wellesley:

Lord Wellesley established the Fort William College in 1800 in India.

The Fort William College was established with the purpose of developing the mental faculties and knowledge about India of the Junior Civil Servants.

This was done through training for three years to those who first arrived in India as civil servants.
