The allied powers-Great Britain, Russia, Austria, Prussia-signed another document on November 20, 1815, which was called the ‘Quadruple Alliance’. There were two main questions before these nations which were to be solved:

(i) To prevent the military power of France.

(ii) To prevent the expansion of the revolutionary feelings Europe.

The first problem was solved in the Congress of Vienna by increasing the political power of some states like Holland, Piedmont, Prussia, Austria on the border of France. The House of Bourbons was restored in France according to the principle of legitimacy.

France was also asked to pay the war expenses amounting to seven hundred million Francs. It was also decided that an occupation army of the allied powers would stay in France under the command of British General, Wellington.

In order to solve the second problem, the allied powers established Quadruple Alliance. This idea was not a new one. The secret treaty Chaumont (1814) was also based on the idea of mutual cooperation.

In 1791, Kaunitz, the prime minister of Austria, also presented such an idea re the allies. He said:

“To take common cause in order to preserve the public peace, the tranquility of states, the invisibility and faith of treaties.”
