In contrast to the 1920’s which was a period of intellectual liberalism in Japan, the 1930 s are known in the Japanese history as the period of ultra nationalism and militarism.

In the 1920’s hardly any genuine effort was made to extend the economic and political power of the Japanese people or to set up a truly representative Diet, even though the period witnessed increase in the powers to act as the representative of the popular movement and merely made a bid to promote interests of zaibatsu.

In 1925 universal adult franchise was introduced, but the same year the Peace Prevention Act was also passed to suppress the leftist groups.
