An analysis of the powers of the both the chambers of Indian Parliament brings out the marked superiority of the Lok Sabha over the powers of the Rajya Sabha. The Upper House of the Union Parliament is popularly known as the Rajya Sabha. It consists of not more than 250 members of which 12 members are nominated by the President of India, having special knowledge or practical experience in literature, Science, art and social service.
The qualification required to become a member of the Rajya Sabha are (a) He must be a citizen of India (b) He must be not less than 30 years of age and (c) He must possess such other qualifications as may be prescribed by the Parliament by law.
