What are the main Compulsory and Optional functions of the Welfare State ?

The functions of a welfare State may be classified under two groups, viz, compulsory or essential functions and optional or non-essential functions. The compulsory functions include maintenance of law and order within the State whereas optional functions are performed by the modern States as per their ability and convenience.
