The states under the Indian Constitution are organized on the pattern of the Centre. The basis of organization being Parliamentary form of government. Although constitution vests the executive power of the state in the Governor, in practice these powers are exercised by the state Council of Ministers with the Chief Minister at the head.
The important principles of the cabinet system of government in India has been provided by the Articles 74 and 75 of the constitution. Art 74 (i) lay down that there shall be a council of ministers with the Prime-Minister at the head to aid and advise the President in the discharge of his functions.
The members of the council of ministers are appointed by the President on the advice of the Prime Minister. The minister can be members of either house. The Prime Minister and the other minister can remain in power as long as they have the support of the Lok Sabha.
