W. Kossel and G.N.Lewis (1916) observed that during chemical reactions, atoms of all elements tend to achieve noble gas configurations. Based on this observation, they proposed a theory for the formation of chemical bonds.
The atoms in which the outermost shell is completely filled are more stable. The electronic configuration of neon(2,8) is more stable as compared to those of F(2,7) and Na(2,8,1).: atoms of fluorine, and sodium gain stability by acquiring the electronic configuration of the nearest noble gas neon(2,8).
