Kapil Sibal was born on 8th August, 1948. He is a lawyer by profession. Currently, he is the Member of Parliament and represents the Chandni Chowk constituency in New Delhi. He is serving as the ‘Minister of Communications and Information and Technology’ and ‘Minister of Human Resource and Development in the current cabinet.

Kapil Sibal belongs to the Punjab state. His family was rendered homeless and his father was forced to migrate to India during partition. His father H.L.Sibal is a known lawyer and is a ‘Padma Bhushan’ award winner. Kapil Sibal has two sons who are also lawyers. His first wife Nina Sibal died in the year 2000 due to breast cancer. He married Promila Sibal who is a social activist in 2005.

Kapil Sibal moved to Delhi in 1964. He completed his graduation in Law from St. Stephen’s college, New Delhi. He joined the bar association in 1970. In the year 1973, he qualified for Indian Administrative Services and was offered an appointment. But he declined the offer and decided to set up his own law practice. He was designated as senior lawyer in 1983. Afterwards, he attended the Harvard Law School, USA. In 1989, he was appointed the Additional Solicitor General of India. In 1994, he was the only lawyer to appear in the Parliament, and successfully defended a Supreme Court judge during impeachment proceedings. He had served as the President of the Supreme Court Bar association on three occasions, i.e. 1995-1996, 1997-1998 and 2001-2002.

Kapil Sibal got nominated in the upper house of Parliament, Rajya Sabha in July 1998, from the state of Bihar. In 2004, he got elected from the Chandni Chowk constituency of New Delhi as the Member of Parliament. He defeated his rival with a huge margin. He was inducted in the cabinet of Mr. Manmohan Singh’s cabinet as Union Minister for Science, Technology and Earth Sciences. In 2009, he again contested the polls and won the same constituency seat with a huge margin.

He had held important positions in various offices of Government of India and Society, viz. Additional Solicitor General of India; Member, board of Management, IGNOU; President, Supreme Court bar Association; Member, Rajya Sabha; Member, Executive council, Institute of Constitutional and Parliamentary Studies; Member, Business Advisory Committee; Member, Board of International AIDS vaccine initiative etc.

He also represented country on various international platforms. He represented India in the annual meeting of World Economic Forum in 2005 and 2009 which was held at Davos, Switzerland. He led the Indian delegation to Annapolis, USA to gather support for the establishment of Palestinian state. He also led the Indian delegation to the United Nations Framework Convention on Climate change at Bali in December 2007.

Kapil Sibal is also the man behind implementing the new Continuous and Comprehensive Evaluation system in India. This move is intended to improvise the quality and standard of education. He has also laid foundation stones for two new IIT campuses.

Though, he is an articulate speaker yet he has been criticized for few of his statements. He called loss in 2G spectrum as notional and causing no loss to nation. He had to release a clarification regarding his statement later. Then, he was again criticized for advocating regulation of internet content by several on line biggies like Google, Twitter and Facebook.
