Dear Sir,

You recently asked me to submit a report on my study of whales, in particular their future, together with my recommendations in this regard. The following are my findings and recommendations:

The current problem:

I have to submit with a heavy heart that the world has lost about 90% of its whale population. The day is not far off when the whales shall be extinct if indiscriminate killing goes on and if nothing is done urgently by all concerned.

Reasons why this problem has arisen:

(a) The reasons for this danger are not difficult to find out. Whales have been killed for food and commercial exploitation of their meat, skin and blubber. These are used to produce cosmetics like skin creams, detergents, wax, buttons and belts for less than 1% pf the world population. Strangely, millions of people are starving and a few are killing these sea-animals to satisfy the whims of a few fashion crazy persons.

(b) It is a fact that it takes four to eight years for the whale to be sexually potent and mature to reproduce. Even when the whale is at this stage, it takes two to three years to produce a calf. Thus the increase in whale population is very slow.

Recommendations:

Top Priority:

The whale species is, at present, in the danger of extinction. I recommend opening of ‘whale zoos’ in those areas, which climatically speaking, are favorable for the conservation of the whales.

I also recommend that whales should be bred in special laboratories and at a certain age, should be left into seas.

Action Needed:

The Moratorium should be extended for 20 years. Sanctuaries and natural zones should be established for blue, sei, gray, Bryde’s and Fin etc.

No action Needed:

Blue humpback, Right, etc. are not in danger of extinction, at present. They can wait for some time.

Conclusions:

In view of the facts above, I suggest a speedy action. I also urge the Commission to think of raising a body of International Whaling Vigilance Guards. The organization should be entrusted with the duty of keeping a round-the-clock vigil on the poachers. The cooperation of the littoral countries can be of immense utility. Seminars and conferences organized at both national and international levels will go a long way in disseminating the urgency of conserving the whale population.
