To express any measured quantity, one should know the following:

(a) The unit in which that quantity is measured,

(b) The numerical value of the measure. The numerical value gives the number of times the unit is contained in the quantity.

For example, while measuring the length of a piece of cloth we should know,

(b) The number of units in the whole length of the piece of cloth i.e., the number of meters, centimeters or feet in the whole length of the piece of cloth.
