In discharge of his several functions he acts the agent of the president. While acting so, he may disregard advice of his council of ministers. The constitution provides many occasions where in the Governor acts as the agent of the President and has to carry his instructions, irrespective of whatever vice his ministers tender to him.

If the Governor on such occasions, doesn’t act according to the instruction of the president the latter ay remove him. Thus, his responsibility to the president isn’t only ‘moral’ but constitutional. In such situations when the Governor acts as the agent of the president his position becomes difficult one.

He has to serve two ministers. Who represent the voice of the people, and the president whose nominee he is. This can embarrass his position. The Governor or in such cases is to act widely and with fact.
