Beggars are people who rely on alms from other people for their living. Unfortunately, this problem is widespread in our country. Wherever one may go- on street corners, at traffic lights, at temples, and even historical monuments one finds hordes of beggars. Some beggars are physically handicapped, either lame or blind or with missing limbs. However, some are able-bodied people who have been compelled to become beggars because of extreme poverty.

This is a matter of national shame for us. Lack of sufficient employment of national opportunities, effective welfare schemes for the weaker sections of society, indebtedness, and exploitation by criminal gangs are responsible for this condition of society. Criminal gangs who kidnap children and train them to arouse pity of others often organize beggary.

Several states have passed laws against beggary and Union Government has even considered passing a uniform law against it. However, laws alone cannot put an end to this practice. The factors that lead to this practice need to be tackled.

1. First of all, it is essential that stronger measures be taken to wipe out the criminal gangs who organize begging.

2. Beggars’ homes should be opened where they are given vocational training so that they can earn a decent living.

3. Public should be educated to understand that they should not encourage begging by giving alms to such people.

Beggars should be encouraged to work and lead a life of dignity.
