Pitt’s India Act directed the Company’s government in India to introduce Police organization for the maintenance of law and order in the conquered territories. It was Cornwallis again who introduced the Police organization in India. In 1791 a Superintendent of Police was appointed for the maintenance of law, and order in the Presidency town of Calcutta.

In other towns the responsibility was discharged by the Kotwals. Besides, districts were divided into a number of Thomas each under the supervision of a daroga. In villages the Chowkidar was responsible for the maintenance of law and order.

The police organization introduced by the English though was effective in the maintenance of Law and order. The English policemen could not earn the confidence of the people.
