Immediately after the adoption of the August Resolution all the Congress leaders were arrested by the British government.

The result was that in the August Revolution the people could not be given a lead by their leaders. Leaderless mass reacted in any manner they could.

In fact, people broke out in open rebellion spontaneously giving the movement a popular character.

An instance of the popular character of the movement was the participation of students, industrial workers, peasants, etc. in the movement.

Incidentally, in Bengal, Madras, Uttar Pradesh and Bihar the movement attained its maximum popular intensity. In some places the rebels even formed national government or Jaliya Sarkar.

At Tamluk, in Medinipur, the first such national government was formed of which Satish Samanta, a local Congress leader, was the Sarhadhinayak (Chief Minister).
