When the final decision was taken for formation of Orissa as a Separate Province, the Government of India instituted an Administrative Committee with Sir John Austin Hubback as the chairman to recommend the basic administrative structure of the new province. Sir Hubback was also designated as the Governor of new province.

The Orissa Administrative Committee consisted of eight members-Madhusudan Das, Laxmidhar Mohanty B.N.C. Dhir Narendra, N. Naidu, W.O. Newsam, Nilamani Senapati, Lokanath Mishra and Gourchandra Deb.

The Committee in its report on 20 December 1933 recommended Cuttack as the suitable place for location of capital of the province with Puri as the summer headquaters. Orissa was to have its own High Court, but not a separate University. A new district named Koraput and two new sub-divisions, Gunupur and Nawpara, were created. Angul was split into two divisions to be administrated by the collectors of Ganjam and Cuttack respectively.

On the basis of the Joint Select Committee’s report, provision was made in the Government of India Act, 1935 for the creation of a new state of Orissa. The constitution of Orissa order 1936 got the approval of the British king on 3 March 1936.

It was announced that the new province would come into existence on 1 April 1936 with Sir John Austin Hubback, I.C.S. as the Governor. On the appointed day, Sir Hubback took oath as the first Governor of Orissa in ceremonial function, held in the Ravenshaw College Hall. The long cherished dream of the Oriya-speaking people at last turned to a reality and Orissa became a separate province.
