In 1954 a conference was held at Geneva to conclude armistic agreement with regard to Vietnam, Laos and Cambodia. The conference was attended by Cambodia, Laos, Democratic Republic of Vietnam.

Soviet Union, People’s Republic of China, Vietnam, United States and great Britain. Under the Geneva Agreement it was decided to partition Vietnam. While the north portion went to the Democratic Re­public of Vietnam and the south went to the Saigon Government.

How- ever, the partition was envisaged purely as a provisional arrangement and general election was to take place in July 1956 under the supervision of International Commission to unify Vietnam. The two small states of Laos and Cambodia were to be free from all foreign troops.

France was to withdraw her troops from Cambodia, Laos and Vietnam. The member states agreed to respect the sovereignty, independence and technical in­tegrity to Cambodia, Laos and Vietnam. To supervise and control Viet­nam an International Control Commission consisting of Indigj Poland and Canada was set up.
