The concept of Public Utilities is as old as civilised living during the regime of kings. The Chola kings of the 11th and 12th centuries were the pioneers in the use of natural resources for the public use, when dams and anicuts were constructed across the Cauvery River and dams helped in power generation.

As there were increased inventions and discoveries, the industrial revolution brought about lot of changes in the nature of utilities offered.

In India the British rale was responsible for organising the offering of public unities, by the statutory organisations. After independence, Indian Government gradually improved the nature and quality of services offered t by the Public Utilities.
