Like so many other socio-political evils associated with the country, terrorism is also one of them. But it is the most isolated of them all because lift ‘breaking away’ from the main stream, a section of the people who resort to use the force of arms to overwhelm their opponent. It is a challenge to the authority of the state and a revolt against the entire socio-political order of day in decisive manner.

Unfortunately this phenomenon has been evident since long in several parts of the country—Punjab, Jammu and Kashmir, North- Eastern regions, Bihar and Andhra Pradesh. Except in Punjab, where it has been subsided to some extent for the present, the situation in the rest of the affected areas is still prevalent. While in Jammu and Kashmir the situation has improved somewhat due to better and courageous handling of the situation, by the government after restoration of the popularly elected government in the state.

The phenomenon has ‘grown of time’ and not all of a sudden due to different reasons. Now as a national problem it is to be viewed in all its aspect for better understanding of the actual situation so that it can be handed effectively as a socio-political issue in right perspectives.

Broadly speaking, there are some important factors noteworthy in context of terrorism in the country. First, there is foreign hand behind it in certain jar second, there are mercenaries who are carrying on insurgency in the name of ‘Jihad’ in Jammu and Kashmir, and thirdly it is a sort of revolt of the people of certain areas and mass-based movement against repression on the political grounds. It could be described as an ‘armed upsurge’ against injustice to lower section of society like in Andhra Pradesh and in some parts of Bihar and Orissa.

In Jammu and Kashmir it is actually proxy war being waged by the mercenaries trained and armed by Pakistan with a conspiracy by Inter Service Intelligence (ISI) and armed forces of that country. They cross border from favourable points on line of control pushed by Pak security forces and carry on insurgency in Indian territory.

The pro-Pak terrorist organizations and their political wings who do not recognize J & K integral part of India; favour them; but they are unable to make headway as they do not enjoy the support of the common people and isolated. The local people have also been a victim of these terrorist activities.

During the central rule in the state, the economic activities have been stand still, the people have been reduced to paupers consequent there upon. Moreover, due to lack of coherence and consistency in die strategy related to that state, the situation there has been chaotic throughout period. After the restoration of a popular elected civil government, there is now a vast change in the socio-political situation in that part of country and it is being handled better and effectively.

In Punjab also ‘Operation Blue Star’ aimed at crushing the terrorism embittered the struggle and former Prime Minister Mrs. Indira Gandhi fell to it at the hands of her own security personnel, on October 31 which was followed by the anti-Sikh riots in Delhi and many other places in the country. It was the worst tragedy of the sort and was only next the tragedy of communal riots of 1947 that had taken the toll of very referred and precious life of Father of Nation-Mahatma Gandhi January 30,1948 in New Delhi.

The secessionists of J & K and Punjab are now running a sort of joint undertaking, more to destabilize New Delhi and the country at a large. Attack on Parliament in New Delhi and J & K Assembly were the most horrible attacks.

The greatest attack on Indian Democracy was the horrifying a of terrorist on Indian Parliament. Just before this attack, they mad similar attack on the Jammu and Kashmir Assembly and before that attack on Red Fort. The terrorist tried to blow the Parliament with huge quantity of RDX they were carrying with them in the car.

In the North-Eastern region of the country also, the case of terrorism is chronic and complex. The composure of whole of Assam, including upper Assam region has a tribal composure and is an agglomeration religious and cultural diversity.

In spite of the fact that there was realization to this effect in the national leadership of the country unity in diversity has been quoted repeatedly in this context, there been no socioeconomic policy so consistent and comprehensive as required to be elaborated for the country to keep intact the free India. As there was no state or regional policy either conforming to the ‘unit in diversity’.

Thus it was left to administration to use its discretion, injustice done to the tribal communities gradually isolated them repression forced them to an armed upsurge. The foreign countries who are interested in political destabilization of this country are also helping them in carrying out insurgency.

Creation of as many as five states out of Assam in a bid to control the situation has also miserably failed to alter the situation. The situation as a whole is quite unpredictable for the present. The third category of terrorism or militancy in the country is that of Naxalism.

They are the revolutionary cadres of the communist group, They have pockets of there influence and mass-based political organization with peoples War Group attached to them. They champion the cause of red And oppressed people and wage-war against exploiters.

Terrorism  is not a single evil. It is accompanied with so many other But Indians are courageous people, they will fight it with all their and will not give in.
