Local talent should be fully exploited. Indigenous arts and crafts must flourish. Changes will have to be wrought thorough a through orientation by pressing every educational, social and economic institution to open up fresh avenues to help train people to become productive and fruitful, to maximize the utilization of all the country’s human power potential. The higher education needs to be stressed because of the importance of its linkage to the developmental needs of each country.
