Agriculture has been the core element of the Tenth Plan. Hence, fostering rapid and sustained agricultural growth has been a priority agenda for the plan. The total allocation has been Rs. 58,933 crore for agriculture and allied activities.

A nation action plan has been conceived to increase agricul­tural productivity and double food production by 2011 -12. Broad features of the agricultural develop­ment under the Plan include : sustainable develop­ment of land and water resources, improvement in the infrastructural facilities, dissemination of agri­cultural technology, attracting capital flow in agri­culture sector, creating additional irrigation poten­tial of 15.61 m. ha, boosting up agricultural diversi­fication, improving agricultural marketing and pric­ing systems, liberalising agritrading, agriindustry and exports, encouraging contract farming and permit­ting leasing in and leasing out of agriculture lands.
