Art. 13. It deals with laws, which are inconsistent with fundamental rights. Clause (1) all pre constitution or existing laws i.e. laws which were in force immediately before the commencement of the constitution shall be void to the extent to which they are inconsistent with the fundamental rights from the date of commencement of the constitution.

Clause 1 deals with pre constitution laws and these laws if they are inconsistent with the fundamental rights are void. Words from the date of commencement of the constitution makes it clear that Art. 13(1) is prospective in nature. No retrospective effect is given to it. In other words these laws can be validly enforced for the enforcement of right, liability incurred before the commencement of the constitution.
