The ministers have to made “Demands for Grants” in the Lok Sabha. Generally, each minister asks for these demands separately. It is put to discussion. It is open to members to disapprove a policy, or members can suggest some economical specific local measures, or they can draw attention of the ministry to any grievances.

The members can do so by moving a subsidiary motion. This subsidiary motions to the main motion for grants are called “cut Motion”.

There are three types of “Cut Motion”:

(i) Disapproval of policy:

This is the most drastic motion. It is in the nature of disapproving the whole policy and the member says that the “demand reduced to Re. 1”.

(ii) Economy cut:

This motion attempts to economize the expenditure and the member seeks to reduce the amount originally demanded by some specific amount.

(iii) Token cut:

ADVERTISEMENTS:

It is most prevalent motion. It seeks to reduce the demand by Rs. 100. It is to voice ‘ a particular grievance to be drawn to the attention of the ministry. However, these motions are just for formality ways of starting discussion. They are not passed, generally, because of the governments majority. It can be passed only if the government loses confidence in the Lok Sabha.
