Delimitation is the redrawing of the boundaries of parliamentary/assembly constituencies to remove the disparities in the size of various electoral constituencies throughout the country. Delemitation Bill 2002 seeks to set up a delemitation commission.

Such delemitation is chiefly based on the population size. The Delemitation Bill has sought the other criteria like the development indicator, the size of the constituencies and its geographical locational and population density.

The boundaries of the present constituencies have not been distorted or changed as the present criteria rely on population and the backward and populous states like Bihar and UP will have the undue advantage. Also the developed state Kerala will suffer.
