2. Hereditary monarchy ‘leaves much to chance’. It is an exception rather than the rule that an able monarch is followed by a good successor. The success of monarchy depends on chance. The history of Imperial Rome and Moghul India amply illustrates the inherent defects of the monarchical system of Government.

3. In this form of government, reform is imposed from above. Even a good and noble monarch cannot do good to the people. He only cherishes the good of the people and also makes certain reforms. But, “no reform can produce real good,” says Buckle, “unless it is the work of public opinion and unless the people themselves take the initiative.”
