No single factor can explain these variations in unemployment rates. Generally those states have high unemployment rates where-

(i) The ratio of agricultural workers to cultivators is high,

(ii) The rate of urbanization is faster than the rate of industrial development,

(iii) There is high pressure of population on agriculture resulting in a high land-man ratio,

(iv) Relatively a greater number of women formed a part of labour force, and

(v) Education, particularly high school and university education was widespread.

These factors show that rate of unemployment is not directly associated with the rate of develops there are many more factors contributing to it.
