Under this measure a person is considered to be unemployed if he or she was available for work or seeking employment for a substantially longer period of time but remained idle (not working) throughout this reference period.
The estimates of unemployment under this measure are given in terms of number of persons unemployed. This concept of unemployment can be regarded as a measure of chronic unemployment.
