How had structural differentiation in SCs ranks affected their social condition?

It is now universally accepted that the scheduled castes suffer today not so much due to social and cultural disabilities, as due to the imbalances created by structural differentiation in their ranks.

This unevenness is a result of the faulty execution of policies and plans. The atrocities committed on Harijans and their exploitation by the dominant caste Hindus should be analysed in view of these distinctions among the SC, and their relations with the caste Hindus.
