After third five year plan three annual plans were formulated during 1966-69 in which about Rs. 1,624 crores (24% of the total outlay (were allocated for agriculture and community development. Dur­ing this time emphasis was placed on the use of chemical fertilisers, high yielding varieties of seeds and extension of irrigation facilities which paved the way for the beginning of Green revolution.

The monsoon was favorable during the last two years of the annual plans. The annual growth rate of agricul­ture reached 6.9 per cent per annum and the food grains production touched 95.6 million tons (1967-68).
