The Zila Parishad is the third and the highest level of the Vati Raj System. The Zila Parishad is a link between the state “lent and the Block Samities within the district.
Composition–
Members of the Zila Parishad are elected by the district. They are elected for a period of five years Panchayats automatically become members of the zila parishad.
The members of the Zila Parishad elect a President. These officials hold their office so long as they have confidence of the members of the Parishad.

The deputy development commissioner or an officer of the same rank is the chief executive-cum-secretary of the Zila Parish^ He Is the government’s representative in the Parishad. Of responsible for the implementation of the five year plans in the district. He draws up a plan for the development of the entire district based on the plans of the Block Samities.
Sources of Income-The main sources of income of the Panchayat, Block Samiti and Zila Parishad are following :
1. Taxes on fairs, shops and houses.
2. Fees for registering purchase and sale of cattle.
