4 essential Steps for preventing the overlapping or authority in an Organisation:

(1) Clarifying Authority and Responsibility:

Clear demarcation of functions and powers and responsibilities that go with them will prevent overlapping or authority, which breeds most problems of co-ordination.

(2) Checking, Observation and Guidance:

These are control measures. The executive here is not to remain as a spectator just watching the show he must check and find out how far the efforts at co-ordination have succeeded.
