It goes to the credit of Kamal that he cut loose from tradition and based the administration of justice on Swiss and German codes. While he based the commercial laws of Turkey on the German code, the criminal law was based on Italian and French code.

Though it was feared in certain quarters that these reforms would evoke strong reaction, they were accepted without much murmer and are operating quite satisfactorily. He got certain decrees passed by the Great National Assembly in March 1929 regarding private debts which permitted their collection with great speed.

He also passed bankruptcy laws under which the creditors were permitted to enforce execution in cases where no bills of exchange had been given. However, he abolished the system of arrest and imprisonment of debtors. He adopted the Swiss system of registration for the protection of immovable property.
