After the success of Green Revolution, Department of Agriculture and Cooperation (DOAC) has taken up a project called ‘Operation Flood and White Revolution’ with its pledge to provide milk to one and all. Operation Flood is an integrated programme for dairy development based on model cooperatives.

This is a unique development effort with grass level initiation i.e. from the villages to dairy cooperatives of State with its operational effectiveness. Main feature of this programme is that entire process of dairy technology i.e. production, procurement, processing, marketing and production enhancement are done by farmers themselves through cooperatives.

The main objective of White Revolution or Operation Flood is to develop a viable and self-sustaining national dairy industry on cooperative lines. Initiated in July, 1970 the first phase of Operation Flood (OF-I) was completed in March, 1981 to March 1985.

During third phase (1985-94) over 81 lakh farmers had been brought under the cooperative ambit through a network of 64,700 dairy cooperative societies under 173 milk sheds. The societies on an average procured about 80 lakh kgs of milk per day. Now fourth phase of OF-IV is running. To meet the regional and seasonal imbalances in milk collection and distribution, national milk grid has been developed during Operation Flood programme.

The National Dairy Development Board (NDDB) has been established in 1986, to promote, plan and organize dairy development programmes, continuing the lead implementing agency for implementation of new S and T innovations on dairy development and for imparting training to the farmers.

“Technology Mission on Dairy Development (TMDD), a massive programme at national level was formerly launched on June 11, 1988 and started functioning from June, 1989. Main objective of TMDD is to develop effective coordination among various State and Central Government programmes for optional use of resources.

For technology transfer and researches, coordination efforts are developed among various research institutions such as ICAR, CSIR. National Dairy Research Institute, Indian Veterinary Research Institute, National Dairy Development Board and Agricultural Universities.
