Suggestions made by Commission for Reforms of Secondary Education are

1. Only an intermediate passed candidate should be admitted to universities. The intermediate classes should be separated from universities. The B.A. studies should be of three years’ duration.

2. Intermediate colleges should be established as a necessity. Intermediate classes should be run independently or they should be attached with high school classes.

3. Subjects useful for practical life should be compulsorily taught in intermediate classes. Science, art, agriculture, medicine, engineering and teachers’ training should be included for intermediate classes.

4. A Board of High School and Intermediate Education should be established in each province. This Board should be made independent of the existing education department. The management of the Board should consist of representations of high schools, intermediate colleges, universities and Government.

5. Mother tongue should be the medium of instruction in the intermediate college. The Commission wanted to make the universities free of the burden of intermediate classes. Hence, it recommended for the constitution of separate intermediate board. It desired that the universities should concentrate their attention on higher education and research work alone.
