1. The aim of current secondary education is to prepare candidates for admission to universities.

2. The existing system of education is not promoting all-round development of students.

3. The curriculum is not suitable and it is subordinated to examination.

4. The period between 12 to 18 years of age is quite psychological for secondary education.

5. The High schools should be called Colleges and the existing intermediate colleges should be upgraded.

6. English should be taught in the last class of the primary stage and its curriculum should also be incorporated in the first two classes of the proposed college system.

7. The following subjects should be included in the new curriculum:

(i) Art

(iii) Language, literature and social studies.

(iv) Technical and vocational subjects.

(v) Mathematics and natural sciences.

8. The students who have completed the seven years’ basic education should be considered suitable for colleges.

9. The terms ‘high school’ and ‘intermediate’ should not be used.

10. Hindustani should be the medium of instruction.

11. Scholars of eminence should prepare the curriculum according to the social and national needs.

12. With English general knowledge and physiological should be compulsorily taught.

13.’A Money-collection Advisory Committee’ should be formed for collecting funds for opening of new schools.

14. A home science college should be opened for girls.

15. Each school should have a good library.

16. Co-curricular activities should be started in each school for developing human qualities in students. In addition to the above recommendations the Committee also suggested for raising the emoluments

of teachers, teachers’ training, encouragement to women education, opening of vocational schools, filling of agreement bond by teachers with the managers of schools, reforms of the examination system and text-books, opening of a library and reading room in each school and opening of a Central Pedagogical Institute.
