There has been some improvement in the growth rate of food grains outputs for the last decade, when it is compared with the first decade of green revolution. Path of modernising agriculture has to be taken along with radical land reforms and building up adequate infrastructure for agriculture.

Substitution of low- yielding varieties of seeds by the so-called high- yielding variety seeds introduces the distinguishing characteristic of the new technology. Chemical fertilizers have to be used to supplement the natural fertility of the soil. Adequate supplies of water are required to be maintained to enable the plant to absorb chemical fertilizers without damaging effect.

This seed- fertilizer-water package in turn calls for better agricultural practices for the effective utilisation of the technology. The participation of private investment has been encouraged. To compete in the world market, domestic support to agriculture sector has been provided.
