The causes for the slow progress of consolidation of holding in different parts of the country are given below.

(i). The farmers had an emotional attachment to their parental land and did not want to part with that for consolidation.

(ii). The fertility of the soil varies from plot to plot. Therefore, it became difficult to provide a patch of land with the same fertility to a particular household.

(iii). Non-availability of up-to-date land records is another factor responsible for slow rate of consolidation.

(iv). Some of the states attached less importance to the consolidation work in the name of remaining engaged in other preoccupied activities.

(v). The Government machinery is inefficient and corrupt. They did not properly implement the consolidation but safeguarded the interest of the rich households at the cost of the poor.
