Criteria for determining backwardness according to Kaka Kalelkar Commission

The commission recommended the following criteria for determining backwardness.

(a) Low social position in the caste hierarchy;

(b) Lack of educational progress;

(c) Inadequate representation in government service; and

(d) Inadequate representation in the fields of trade, commerce and industry.
