Art. 18 of the United Nations charter deals with the voting procedure of the General Assem­bly. Each member of the General Assembly is entitled to one vote only. Charter provides two types of voting procedure, one relating to "important questions" and another for other questions.

(a) Art. 18(2), decision of the General Assembly on important question shall be made by a two third majority of the members present and voting.

(b) Art. 18(3), decisions on other questions, including the determination of additional categories of questions to be decided by a two third majority, shall be made by a majority of the members present and voting.
